Formula: number × percentage ÷ 100. 15% of 2,500 = 375.

Formula: part ÷ whole × 100. 375 of 2,500 = 15%.

Formula: (new − old) ÷ old × 100. 8,000 → 8,647 = +8.09%.

Why +20% then −20% does not get you back
1,000 + 20% = 1,200. Taking 20% off 1,200 gives 960, because the second percentage applies to a larger base. To return to 1,000 you need to subtract 16.67%.
Percent vs. percentage points
If a rate rises from 10% to 12%, it has grown by 2 percentage points, which is a 20% relative increase.
